Though the "Belleville and Montmartre districts show no signs of revolt notwithstanding the fact that they are, frequented and occupied by the most rabid of the blouse radicals who swear eternal vengeance against the Germans and betrayers of France," the latest advices from Paris represent the city calm. The National Guards ordered to disband have piled their arms in stacks on the boulevards, but go about muttering, with revengeful looks. The calm reported may be the calm before the storm, or it may be the collapse of the revolutionary upheaval. The best informed seem in doubt as to which it is. The policy of the Government, so far is conciliatory, and it seems to have had a good effect. Gen. Vinoy, who was at first a little unpopular, has now better opinions from all classes and Friday received congratulations from over a hundred battalions. The Mayors of the arondissement of Paris have all guaranteed that the National Guard shall surrender the cannon in their possession without coercion.
The Germans are gradually evacuating the cities and districts and the Thiers Government extending its authority. The indications, so far as we can judge now, are favorable to internal peace. To predict anything about a Paris mob, however, would be dangerous.
