Construction of public works and buildings will be pushed in every part of the United States this year. This is evidenced by the proceedings in Congress. The Mississippi River program will go through in some form or another, and the work will proceed. Another master program of building is already under way in Washington, where millions of dollars are being spent in putting up new public buildings for Government offices.
Several years ago the subject of unemployment was definitely analyzed at a series of industrial conferences held in Washington, with Mr. Hoover in the capacity of chairman. At that time there was an understanding that public building enterprises should be postponed until such time as unemployment existed in the country. That state of unemployment is now present and it is increasing. And besides there is a presidential election this year. By general agreement many of the state governments will do extra work this year.
The public morale must be kept up, and therefore a serious condition of unemployment will probably be prevented.
