VIRGINIA

LEGISLATURE.

Wednesday, Mar. 9.

House of Delegates.

The bill districting the State for the election of members of the Board of Public Works, was taken up, with amendments of the Senate.

Mr. Tomlin offered a rider to the above bill, providing that members of the Legislature shall not be candidates for the Board of Public Works during the time for which they shall have been elected to the Legislature, and for one year thereafter.

The rider of Mr. Tomlin was rejected—ayes 11, noes 108.

A Senate bill, authorising an exchange of arms with the Richmond Light Infantry Blues, was taken up, on motion of Mr. Anderson, and passed.

The House had amended the above bill, making it a general law. The Senate refused to agree to the amendment, the House receded, and passed the bill in its original form.

A bill increasing the capital stock of the Central Railroad, by the addition of one million of dollars, and providing that the State subscribe for 3/5ths of said increase, was taken up and passed—ayes 87, noes 44.

A Senate bill refunding to Henry J. Brown, a school commissioner of Campbell county, a sum of money paid through a misapprehension of law, for the education of indigent children, was rejected—ayes 32, noes 83.

A bill amending an act incorporating a company to conduct a Railroad from Alexandria to Harper's Ferry, and authorising a capital stock of $1,200,000, of which the state was to take 3/5ths, was also rejected—ayes 70, noes 44, (wanting 7 votes of a constitutional majority.)

Subsequently the vote rejecting the above bill was reconsidered, the bill again laid on the table, and made the order of the day for Thursday.

A bill incorporating a company to construct a turnpike road from Blacksville, in Monongalia county, to Worthington, was passed.

At 2 o'clock the House adjourned to meet again at 4 o'clock.
