Extract of a letter from Philadelphia, Aug 22:

I congratulate you upon the great prospects which present themselves in our latitude. You will know as soon as ever this reaches you that the Count de Grasse, with 26 sail of the line and 7000 troops are in our borders. I dare say no more upon this head. What a light work would it be for him to sweep, with the besom of destruction, the whole coast to New York! Five sail of vessels arrived here on Sunday from Cape Francois; they were 4 days detained in the French fleet, speak highly of its martial appearance.
