PEACE AT LAST.

A St. Petersburg telegram says Grand Duke Nicholas has sent the following dispatch to the emperor:

"San Stefano, March 3.—I do myself the honor of congratulating your majesty upon the conclusion of peace. God has vouchsafed to us the happiness of accomplishing the holy work begun by your majesty, and on the anniversary of the enfranchisement of the serfs your majesty has delivered the Christians from the Mussulman yoke."

A dispatch from Constantinople Sunday says: Previous to the signature of the treaty of peace Gen. Ignatieff demanded that Turkey should unite with Russia in defending all its stipulations before the conference. Safvet Pasha refused. Gen. Ignatieff then telegraphed to St. Petersburg for instructions. It is not known how the question was settled. Russia agreed not to include Salonica in Bulgaria. It includes Montenegro, Varna and Kustendji. The money indemnity of forty million pounds originally claimed, in addition to territorial cession, was finally fixed at twelve millions.

The St. Louis Republican's Cable dispatch has the following:

London, March 5, 6 A. M.—Little has been learned about the terms of peace. The money indemnity has been reduced to 10,000,000 roubles and although Kars, Bayazid and Batoum are ceded to Russia, Erzeroum and the greater portion of Armenia will remain under Turkish rule. As telegraphed yesterday neither Salonica nor Adrianople is included in New Bulgaria, but the seaports of Kavala, on the Aegean sea, and Varna, on the Black sea, are within its limits. No Turkish war ships are ceded to Russia, nor will the Egyptian tribute be required to pay the indemnity. It would seem impossible for England to make the least objection, and there is general confidence in the final peaceful settlement of all questions in dispute. Berlin, Vienna and St. Petersburg correspondents agree in stating that the project of a European congress of foreign ministers, to meet at Berlin instead of Baden Baden, has been revived with every probability that it will meet within the coming fortnight. Prince Bismarck in that case will preside.

It is believed that although Prince Gortschakoff and Count Andrassy will attend the congress, England will not be represented by her foreign minister, Lord Derby, but by Lord Lyons, now ambassador to France. He is expected in London this evening.

In the event of Austria occupying Bosnia and Herzegovina there is good authority for believing that England will claim Egypt as her share of Turkey, and unless seriously opposed by France and Italy, little objection will be made by the congress of English occupation of Alexandria and a protectorate over Egypt.
