M. 21.—Commodore Napier left the port in the post-office packet Gent in the mean frigate Meteor yesterday, with a fleet. Returned by his old acquaintance Scott, of the Rodney, accom. Scott, to re-open the nego-
tiation for an adjustment of the grand
issues. [Letter of Commodore Napier
more friendly than official,
giving salutary advice, and ending
with a frank offer of his ser-
vices, urging a satisfactory termination
to the very dangerous position of af-
fairs. He told the Pasha that the Sultan
was inclined by the four allies to
propose a motion and restore to him the
hereditary rule of Egypt, if he at once
gave up all pretensions to Syria.
The issues, etc., and sent back
urging no further delay or effusion
of blood, the desperateness of resistance in
the recent events in Syria
was stated, and an appeal made
to him to seize the moment when
taking the first step towards a
peace to secure the approbation and good
will of great Powers. He also
mentioned the exchange of sixty Syrian officers
for Egyptian
prisoners.]
The reply of the Pacha
[Mehemet] Ali Bey, to whom the letter of Na-
pier was as fully as welcome,
[was] decidedly pacific; but, at the
same time returned by that peculiar ori-
entality which [gives success even
to refusal.
It recognizes
it, [but garbled: Ft, Munmil, etc.]
More than that, Commodore
[received friendly advice, and dares not at-
tempt either that his
power over
was wholly depicted, or that
he could
successfully treat the naval op-
position in Alexandria.
He declares
their high intention
to
keep
the
peace, and that if the communication
with Bey had been continued, the
peace had been restored long since.
Thankfully accepts the advice of
Napier, and undertakes to make
arrangements, in consideration
of
the guarantee
for the
succession of
Egypt,
and cheerfully
restore the fleet, and upon the com-
munication of his ratification comes to him
from Constantinople, accom-
panied by the necessary
guarantees. Till
then he can take no part in the matter.
July 5. —It has transpired that a dif-
ference of opinion exists between the
Pasha and Commodore Napier on the subject
evacuation of Syria, which the latter
puts in the first place as a sine qua non.
The [Pasha] says that he has already recalled
Ibrahim and his army command, and even sent
[agents] to open the communication effect-
ually in enabling them to return.
The communicating party have already
[returned] the sixty Syrian officers (the prison-
ers referred to in the Commodore's letter) in-
[charge of the English ship Drum? Egyptian chief
Emir Bashar had sent to Egypt
guards for their return?]. The Commodore,
on the contrary, wishes to have the manage-
[ment of the] evacuation in his own hands, or
under his own eye, at Beyrout, and of-
[fers to] convey the troops thither by his own
transports, it is reported that he under-
took to convey the Pasha's messenger with
dispatches to that effect, and ensure him a safe
passage from the shore to the Iber[ia?] or wher-
ever Ibrahim Pasha's head-quarters may be.
He was [unwilling?] to think the restoration of the fleet
necessary at all, and offers to allow the
Pasha to take his own time about that, and to
help him in arranging the guarantees of his re-
turn, that the Pasha still hesitates,
his friends are endeavoring to mediate and
urge him to hasten to reason, or rather to
see the necessity for this. The Commodore seems
determined to end the war in Syria at least.
Aug. 6, Eleven o'clock, A. M.—As the
mail is starting, I have only time to say
the negotiation is happily concluded, the
Pasha has consented to give up the Turkish
[possessions] and send an order for the prompt evacu-
ation of Syria by sea; and in return is to be
allowed the hereditary succession of Egypt.
Commodore Napier has had an audience at
[the palace] this morning, and is now, it is un-
derstood, arranging the only point yet to be
settled, viz, the port of embarkation of Ibra-
him Pasha and his army on their return to [Egypt].
