NEW-YORK. November 8.

A vessel arrived here yesterday, in a short passage from Charlestown.

The treaty did not take place, owing to M'Gillivray's insisting on certain previous conditions—amongst others a free port on the Mississippi. The Indians were very much disposed to treat.

A truce for six months is settled.

M'Gillivray, it is said, has written a long letter to the President, in which he endeavors to prove, that the Georgians have been the aggressors in every instance of hostilities, &c.
