The Postmaster General has officially notified heads of bureaus of the Post Office Department that for the remainder of the present official year there must be no increase of expenditures, which must be confined to the actual necessities of the Department, as at present. This order is based on the following act of Congress: "That it shall not be lawful for any Department of the Government to expend in any one fiscal year any sum in excess of appropriations made by Congress for that fiscal year, or to involve the Government in any contract for the future payment of money in excess of such appropriations." In accordance with the instructions issued to the heads of bureaus, no new mail routes will be opened or new appointments made until the commencement of the next fiscal year.
