COL. C. M. CLAY.-This gentleman made a speech at our Court House on Friday evening last. We did not hear it, but understand that it was of the same general tenor as many of the emancipation speeches that were made throughout various parts of the State in 1849. It had, however, the new features of a denunciation of the new Constitution as the work of slaveholders to perpetuate their ascendancy over the non slaveholders, and a denunciation of the Fugitive Slave Law as unconstitutional.-Frankfort Com.
