Peace with Mexico.

The correspondent of the New York Herald, writing from Washington under date of Nov. 21, says: "There is another plan-the original plan of Mr. Mangum, we believe-of settling a peace with Mexico. It is to send down to Mexico a commission of three or five of our most distinguished statesmen, such as Clay, Van Buren, Crittenden, Benton, and Dix, for instance-to meet a like commission, as far as can be, from the Mexicans, and this commission to settle a treaty of indemnities, boundaries, &c. Such a plan might succeed: it would have a prestige of dignity and majesty about it that would attract the attention of the Mexicans; because, like all half civilized people, they are great sticklers for forms and ceremonies, in their international, as well as their domestic relations."
