Sees No Reason For American Hostility to Madriz; Scents Scheme to Exploit Nicaraguan Finances,

Washington, June 25—In the senate today Senator Stone said he had been informed that a syndicate had been organized in the United States to exploit the finances of Nicaragua and that the syndicate had been represented in Washington by a former high official of the state department. Senator Stone said there was no sound reason why the United States should not establish diplomatic relations with Madriz. The idea of this government protecting Americans at Bluefields, the senator ridiculed, declaring the only Americans there were engaged in doubtful enterprises or were adventurers.
Secretary Knox declared he knew of the existence of no such syndicate such as mentioned by Mr. Stone and was certain that no such proposition had ever been laid before him or even discussed.
It has been suggested that the senator had in mind a proposition broached by President Taft in his Pittsburg speech and referred to by Secretary Knox in his recent speech at the University of Pennsylvania at Philadelphia looking to a readjustment of the debt of Honduras and that he had fallen into error on that account.
