In one district of Moscow province all except three of the radical peasants in the last electoral college have been arrested. The three remaining at liberty have been declared to be without the qualifications for voting.
The "rural chiefs" threaten that there will be no third Duma at all unless government candidates are elected
The peasants of the Piazsk district complained to the higher authorities that the "rural chiefs" by interfering into the electoral campaign were breaking the law. They received the answer that unless the threats were made in the chief's official capacity they would not be punished.
