NEW-YORK, August 25.

On Tuesday evening arrived the ship North-Carolina from Vigo, in Spain, one hundred and five miles distant from Madrid, by which we are informed that very great preparations are making to man their fleet; they had recourse to pressing and every other mode to raise a sufficient number of seamen, but the whole kingdom proves incompetent to the complete manning a large squadron such as they propose to act in concert with France, since they have dispatched a squadron to their West-India islands.
