NEW-YORK, May 24.

Extract of a letter from an English gentleman at Madrid March 1.

"It is reported here, that very disagreeable accounts have arrived of a revolt in Spanish America which has occasioned a total stop to the commerce from St. Jago, in Chili, to old Spain. It is difficult in this country to come immediately at the truth of any publick calamity; but it is certain a large body of troops have received orders to embark for that part of the globe.

"The American Minister, employed by the United States to negotiate a treaty of trade with this Court, a few days since set out for Bayonne, without having accomplished his purpose. The truth is, the Spanish Ministry look with a jealous eye on the emancipation of North-America, and naturally dread a power, which may at some distant period, possess itself of the treasures of Mexico and Peru."
