One of our late London papers says "We may judge of the boasted 'Independence' of the United States, from the fact, that before the National ship Revenge, arrived in England, she was obliged to go out of her way to France, no doubt to ask leave of Bonaparte if she might come to Great-Britain. And she, we learn, is to touch in France on her return, no doubt to ask leave to go home. We understand that Napoleon has one of his whispered cut-and-thrust Ministers in America, to keep its government in awe."......Philadelphia Gazette.
