We have a Minister in Britain.
She has no Minister of equal dignity in the U S.
The President, thinking that we had a right to as much respect from Britain, as we have shown towards her, but unwilling at the same time to close the diplomatic intercourse between us, allows her more than the requisite time to appoint one:
"She would: and she would not."—Her prime Minister promises to recommend the measure, but doubts whether difficulties would not be made to it.
Our Minister who has the whole ground before him, expresses to his government, the disgust which he feels at this delay.
What is to be done? Is there any resource but one, to shield the honor of the nation?
The President feels as he should feel on such an occasion—As the following letter shews us, he leaves our Minister no further discretion, but directs him to leave the British court, "if on receiving (these instructions) a Minister had not been appointed."

Our prospects here have brightened. The administration stands on better ground. The arrangement with France does away the triangular warfare about which so much has been said. The taking possession of the portion of Florida, claimed under the Louisiana treaty, relieves us from a tedious and heretofore unprofitable negociation with Spain. The language towards England has been temperate but firm. The last instructions to Mr. Pinkney leave him no discretion, but direct that if on receiving them a Minister has not been appointed, he is to take his leave and return home.
