St. PETERSBURG, July 14.

The reports on the subject of a misunderstanding with the Porte have been cleared up, and contradicted by the following article in our Court Gazette:

CONSTANTINOPLE, July 14.

A short time ago, a very strong measure was taken by the government here, against such Turkish subjects as carried on their commerce under the Russian flag. The design of the Porte was to force them to relinquish this flag. These regulations were considered by the people as foreboding a speedy rupture with Russia. On the one hand, the existing commotions in the Turkish provinces, and on the other, the mediation of foreign missions, have induced the government to send orders to all the governors of provinces to contradict the prevailing report of a misunderstanding with Russia, and to leave the Firmans, in relation to the flags, without effect, until new orders. It is beyond all doubt, that the whole business is fully settled, so conformably to the good understanding that exists between the two powers. By a mutual agreement between the Russian ambassador and the Turkish ministry, the affair will be left to the examination of the Russian embassy for commercial affairs, conjointly with the admiralty here.
