Time For Change
Reapportionment is coming in many of the western states whether we like it or not. This is a good thing. Many in the rural areas might be surprised how much better they will fare under a system of reapportionment.
The emotion-clad phrases surrounding country versus city are a lot of hokum in most cases. Country legislators have in too many cases held to the status quo while time and tide rushed on. You don't stand still with your head in the sand.
In politics nowadays—you either go forward or slip backward. Many states have slipped and the federal overlay—has come into prominence because states have had too much "stand-stillism" in their legislatures.
Too much legislative action (or lack of action) has been based on the past or tradition rather than on what do the facts and problems of today demand and what will the future demand?—Western Farm Life
