We learn from Providence, by a gentleman from thence, that Capt. Home of the Africa, man of war, has written a letter to Governor Fenner, requiring leave to purchase provisions at Newport: demanding the release of a Lieut. Apthorp, a British officer, who he had heard was confined in Rhode-Island; and requiring permission to land a body of men to search after some deserters from the Africa—whom he expected would be well treated, as if they were insulted, he would warp the Africa into the harbour, to defend them. To this letter, we learn, Gov. Fenner sent a spirited answer, informing, that he had no knowledge of any of the occurrences mentioned in the letter, and intimating that he should meet Captain Home upon any occasion.

Governor Fenner, we are told, immediately communicated Capt. H's letter. to the President of the U. States.
