The Democratic Governor of North Carolina, delivered his message on the 16th inst. to the Legislature. We have never yet seen so able an expose of the defenceless state of the country as this paper exhibits. The Governor points out with minute precision, every vulnerable point of the state, declares that the militia are without lead, powder or flints, and even suggests the manner in which the enemy ought to make his approaches. According to the doctrines of the day, the Governor has rendered himself clearly liable to a prosecution for treason against the United States at any rate to the just indignation of the mob
