PHILADELPHIA,

FRIDAY EVENING, March 2

TRANSLATION,

MR. FENNO,

You will please to mention in your next Gazette, that I have neither delivered, nor have I authority to deliver a certificate of the description alluded to in the letter published in your paper of yesterday, dated at the City of St. Domingo, the 12th January, 1798--of which you may convince yourself, by reading the Decree of the Directory of the 2d March, 1797, (O. S.) as well as the 25th and 27th articles of the Treaty of the 4th February, 1778, also the form of the role d'equipage annexed to said treaty, ratified in Congress the 6th May in the same year, in the terms following--&c.

"And whereas the said treaties have been maturely considered and unanimously ratified and confirmed by Congress; in which said Treaty of Amity and Commerce are the Articles, 25 and 27 with the form of the passport (role d'equipage) Now therefore, to the end that the said treaty may be well and faithfully performed and kept on the part and behalf of these United States;

"Resolved, that all captains, commanders, and other officers and seamen belonging to any vessels of war of the United States. And all others the subjects of the United States do govern themselves strictly in all things according to the above recited Articles."
