At Mass, Meeting:
Police Sergeant Griffin Explains Dept. Problems

This week this newspaper continues the tape recorded report on the August 19 mass meeting called by the St. Paul NAACP to hear law enforcement officials and the public discuss the August 19, disorder at Kent and Rondo Av.

The trouble was a near riot between police officers who arrested six persons and a crowd which gathered at the corner. A detachment of 40 officers were called. The crowd was dispersed by the use of fire hoses.

A mass meeting held at Hallie Q. Brown House, Wednesday night August 19, heard Police Chief William Proetz and other officers explain some of the problems of law enforcement in the Rondo-Dale-St, Anthony area.

The first portion of the transcript of the meeting was published in the August 28 edition of this paper. It is continued here this week:

Mr. K. Griswold: (Mr. Griswold's conversation with Chief Proetz were not audible. however, he questioned the detectives, reason for stopping the persons in question and also why police were making it a point to challenge white women in the area.

Chief Proetz explained that persons who were "foreign" to the neighborhood were being stopped for identification.

Mr. Bradley: Gestapo!!-Russian tactics - Russian and German.

Chairman Leonard Carter: We will dismiss if we can't have order.
