France Studying Our Postal System.

WASHINGTON, Nov. 23.—Messrs. Paul Magane, Inspecteur des Postes et Telegraphes, and M. Henry Pelletier, also an officer of the Postal and Telegraphic service of France, called upon Postmaster-General Key yesterday and presented letters of introduction, soliciting for them, on the part of the French Government, such facilities as he might feel inclined to place at their disposition to further an examination and report upon the postal service and telegraphs of this country. Judge Key at once gave orders which will enable these French experts to possess themselves of all the information in regard to the practical operations of the Post Office Department, and will facilitate their inquiries of similar nature elsewhere throughout the country.
