MORNING SESSION,

Prayer by Rev. Dr. Smith.
Journal read and corrected and approved.
Mr. Griswold moved that the rule be suspended as to order of business, and that H. B. No. 3 may be taken up. Lost--yeas 50, nays 23.
ANNUAL REPORT OF MIAMI UNIVERSITY.
Mr. Dresel presented the report of the Board of Trustees of Miami University, relative to the financial condition of the University; also the last annual circular of said University.
Referred to standing committee on Universities, Colleges and Academies.
PETITIONS TO CHANGE TERM OF OFFICE OF COUNTY AUDITORS.
Petitions on this subject were referred as follows:
To committee on Judiciary--
Mr. Miller--From A. H. Baughman and others of Green county.
Mr. Harsh--From J. Ulman and others of Carroll county.
The following on the same subject were referred to committee on Fees and Salaries:
Mr. Stewart--From Geo. Silliman and other citizens of Huron county.
Mr. Woodbury--From C. C. Field and others of Geauga county.
Mr. Snyder--From R. G. Blake, County Auditor, and other citizens of Mercer county.
PETITION FOR RELIEF.
Mr. Odlin--Petition of Jas. H. Mitchell, Collector of Tolls at Dayton, on the Miami and Erie canal, for relief, in receiving credit of $228.99, which he refunded to the State Board of Agriculture--amount of tolls paid at Toledo on lumber used in the improvements of the State Fair grounds at Dayton.
Referred to committee on Claims.
NOTICE OF INTRODUCTION OF BILLS.
Mr. Lind--That he will introduce a bill to allow administrators and executors to administer the oath in certain cases.
Mr. Dresel--That he will introduce a bill to exempt the family homestead from judicial sale, and to repeal certain acts named therein.
Mr. Dresel--Also, a bill to amend section 524 of an act entitled an act to establish a code of civil procedure, passed March 11, 1853.
Mr. Rockwell--That he will introduce a bill to prevent certain domestic animals therein named from running at large.
Mr. Snyder--That he will introduce a bill to authorize the Commissioners of Mercer county to borrow money for the relief of the families of volunteers in the county of Mercer.
BILLS INTRODUCED,
H. B. No. 9. Mr. Scott Making partial appropriation for the year 1862. This was to allow provision for payment of members.
Mr. Scott moved to suspend the constitutional rule, to have the bill passed to-day. Lost.
H. B. No. 10. Mr. Howe--To provide for the registration of marriages, births and deaths in the several townships and counties in the State of Ohio.
The bill requires Probate Judges to make the registration of all marriages in their county and Township Clerks to keep a registry of all births and deaths within their respective townships, and be compensated for their services.
Physicians are to report within three months all deaths to said clerk. Persons not performing duty under act to be subject to a fine.
Mr. Miller, from standing committee on Privileges and Elections, reported as substantially correct certificates of ninety-three members all but four members, whose certificates were not before the committee.
Report agreed to.
THE BANK SUSPENSION BILL.
H. B. No. 3. Mr. Odlin moved that the bill No. 3, authorizing banks temporarily to suspend, etc, be now taken from the table, be engrossed, be read the third time forthwith at Clerk's desk, and be put upon its passage.
On this motion he demanded the previous question.
The bill was taken from the table.
Mr. Flagg moved that the House now adjourn.
The yeas and nays were demanded--were ordered--resulting yeas 24, nays 63.
Motion lost.
A call of the House was demanded--88 members answered to their names.
Mr. Converse moved that the Sergeant-at-Arms be dispatched for absentees.
Mr. Converse demanded the yeas and nays.
Mr. Crane asked that Mr. Crouse be excused.
Mr. Myers moved that all further proceedings under the call be dispensed with.
Agreed to.
Mr. Flagg moved to lay the motion for the previous question on the table.
The yeas and nays were demanded, which resulted--yeas 33, nays 56.
Several motions were declared by the Speaker out of order.
The motion for ordering the previous question was determined by yeas and nays, resulting yeas 50, nays 34.
The main question was sustained.
On motion of Mr. Odlin, that the Bill be engrossed, be read a third time forthwith at the Clerk's desk, and be put upon its passage.
A division of the question was demanded.
The question being on engrossment for third reading now, the yeas and nays were demanded, were ordered and resulted, yeas 57, nays 31.
The bill was ordered to be engrossed.
The question recurring--Shall the bill be read at the desk the third time now?
The yeas and nays on this question were, yeas 56, nays 30.
The bill was read the third time at the Clerk's desk.
Mr. Flagg moved to recommit. Lost.
Mr. Smith moved to refer the bill to a select committee of one, with the following instructions:
That this act shall take effect upon its passage, and continue in force for sixty days.
Mr. Smith said he desired to vote for the bill if it could be thus amended. He thought in its present shape it was very objectionable. He would, however, waive all other objections, provided his amendment could be incorporated into the bill.
Mr. Flagg had the floor, when he gave way to a motion to take a recess until two o'clock.
AFTERNOON SESSION

Mr. Flagg had the floor.
Mr. Myers moved the following additional instruction, to committee of one as moved by Mr. Smith to H. B. No. 3:
This Act shall take effect from and after its passage and continue in operation until fifteen days after the resumption of specie payment of a majority of the regular and legally authorized banks in the City of New York, or until it shall be altered, amended or repealed, by the General Assembly.
Ruled by Speaker to be out of order.
Mr. Flagg addressed the House in opposition to the bill.
Mr. Odlin defended the bill; and moved the previous question on the final passage of H. B. No. 3.
The question being, shall the main question be now put?
Mr. Converse called for the yeas and nays, which were ordered and resulted, yeas 58, nays 22.
So the main question was sustained.
The question first in order was on the motion of Mr. Smith, to commit with instructions.
The vote by yeas and nays resulted, yeas 31, nays 52. The motion to commit was lost.
The question being on the final passage of the bill
The yeas and nays were ordered, and resulted --yeas 55, nays 28. So the bill having received a constitutional majority was passed

Mr. Reamy, from a select committee, reported the following
PROGRAMME OF INAUGURATION EXERCISES
Each Branch to convene at 2½ o'clock P. M., and meet in the Rotunda, in joint session at 3 P. M.
Supreme Court, Senators, Representatives, Heads of Departments and Clergy will be assigned to seats near the platform.
On the platform--Gov. Dennison, Lieut. Gov. Kirk, Gov. Tod, Lieut. Gov. Stanton and Speaker of the House.

Order of Administration of Oath--To Comptroller, Secretary of State, Treasurer, Lieutenant Governor, Governor.
After the Governor has taken the oath and delivered his Inaugural, the Convention will adjourn; and the Senate will return to its chamber, where the inauguration of the Lieutenant Governor will take place.

Messrs. Myers, Harrison and Randall, from the special committee appointed to notify State officers elect of their election, reported that they had attended to their duty, and that those officers would be present and take required oath of office at the hour designated by committee of Arrangements.
A NATIONAL ARMORY
Mr. Keck, of Hamilton county, offered the following resolution, which was adopted
Resolved, That the committee on Federal Relations are hereby instructed to introduce into this House, without delay, a joint resolution, instructing our Senators and requesting our Representatives in Congress to use their influence with the Government in locating and establishing a national armory at some suitable point within the State of Ohio.
NEW CONGRESSIONAL DISTRICT.
Messages from the Senate.
S. B. No. 1. House concurred, and authorized the appointment on the part of the House of a select committee to report a bill re-districting the State for Congressional purposes.
LEAVE OF ABSENCE.
Mr. Johnson of Summit, had leave of absence until next Wednesday.
AS TO SALARIES OF CERTAIN COUNTY OFFICERS.
Mr. West moved that the report of the select committee of one, now on the table, recommending adoption of H. R. No. 9, with amendments, making inquiries of Auditor of State as to salaries of county auditors, treasurers, etc., be taken up.
Agreed to.
He moved the adoption of the amendments which were severally agreed to.
On motion the House adjourned.
