We are informed that governor Hancock, in his address to the legislature of Massachusetts, on the 18th inst. through his ill state of health, excused himself from delivering his speech in the usual way, and directed it to be read by his secretary. After it was read, the governor made the following apology: I beg pardon of the Hon. Legislature, and I rely on your candor, gentlemen, to forgive this method of addressing you: I feel the seeds of mortality growing fast within me; but I think I have in this case done no more than my duty, as the servant of the people: I never did, and I never will deceive them, while I have life and strength to act in their service.
