WASHINGTON, March 25,
SENATE.
Mr. Wilson moved that the Secretary be ordered to request the House to return the resolution for adjournment with a view to the reconsideration of the vote by which it passed.
Mr. Wilson explained: He wished, if possible, to fix a day between now and December on which Congress might be called together if necessary. On motion, it was agreed to.
Mr. Chandler, from committee on Commerce, reported a resolution authorizing the head of the engineer corps to employ five civil engineers in the work of surveying and improving the northwestern rivers and harbors, which was passed.
Mr. Nye presented a memorial of the Grand Council of the Union League of Maryland, asking that the provisions of the military reconstruction bill be extended to Maryland. Referred to the Judiciary committee.
Mr. Sherman reported from committee on Finance the House joint resolution providing that,
WHEREAS, There are now in the hands of the Treasurer of the United States as special agent of the Treasury Department, several millions of dollars, the proceeds of property captured during the rebellion, which is now under the control of the Secretary of the Treasury, and as it now stands may be disposed of in settling claims preferred by alleged former owners of said captured property without the sanction of Congress, and,
WHEREAS, It is considered proper that such claims should not be settled and paid without first receiving the approval of Congress, therefore be it
Resolved, &c., That all moneys thus held by the Treasurer of the United States shall at once be covered by a warrant into the United States Treasury only to be drawn by the authority of the law.
Mr. Morton said this bill proposed to legislate into a law the very principles which formed the basis of the Alabama claims. To pass it now would be to stultify the American people before the world. It would put it into the power of the poorest nation in the world to make war upon the commerce of the greatest.
Pending the consideration of this subject, Mr. Wilson asked and obtained unanimous consent to report the joint resolution to authorize the commanding General of the army to permit traders to remain at certain points for the accommodation of persons crossing the plains. The resolution passed the House.
The resolution for adjournment was referred to the Judiciary committee.
The Senate went into Executive session, and subsequently adjourned.

Also a bill to repeal the act authorizing the Secretary of the Treasury to retire $4,000,000 from circulation monthly. Referred to committee of the Whole.
By Mr. Eggleston, providing for the necessary surveys for a ship canal around the falls of the Ohio river. Referred to committee on Commerce.
By Mr. Ingersoll, to construct a ship canal from the Mississippi river to Lake Michigan.
