Speaking of the report that General O. O. Howard is about to be assigned to the command of West Point, The Chicago Advance says:

President Hayes has open to him an opportunity of rare responsibility in his new disposition of the leading army officers. If the President intends to give to General Howard the promotion to which he was entitled years ago, and of which he was deprived by President Johnson for political reasons, and if some other officer of suitable character and right sympathies be assigned to the West Point Superintendency, it will occur to many as a fitting thing, to transfer General Hancock to some other department, and assign General Howard to the Military Division of the Atlantic. In this case West Point would be, indirectly, under his supervision, as belonging to his command.
