The Kansas Leader, published at Centropolis, (K. T.), says a meeting of the citizens of Franklin county was held at Centropolis on the 21st of May, at which a committee was appointed to memorialize Governor Walker in regard to the course pursued in order to secure a representation in the Convention to form a State Constitution. The letter of the Committee and the reply of Governor Walker are given in the Leader.
The letter of the Committee, which was signed by one hundred and seven persons, represents that the law providing for the taking of a census and the registration of voters in Franklin county has never been complied with; and the citizens, being desirous of electing delegates to the Convention to frame a State Constitution, wish to know what course they shall take in the premises, and whether their action shall be recognized by the Governor and the convention at its assemblage. They claim a population of from fifteen to eighteen hundred inhabitants, and a vote of from five to six hundred. The following is the gist of Mr. Walker's reply, dated May 30:
"You cannot desire more earnestly than I do that the whole people of the Territory shall be fairly represented in the body which is about to assemble for the purpose of framing a constitution. If it were in my power consistently with the law to assign you a proper representation, I would not hesitate to do so. Under the circumstances which you represent, inasmuch as your peculiar circumstances preventing the timely organization of your county, and the proper performance of the legal pre-requisites for representation in the convention, I have no doubt the convention is inclined to admit such delegates as the qualified voters of your county may elect. I therefore suggest to you the propriety of holding an election at the time prescribed by law, registering the names of the legal voters at the time of taking the vote. It is proper for me to say that the Convention alone will have power to admit such delegates as you may elect. I have no power to do more than express my conviction of the justice of your claim to be represented in that body."
