NEW-YORK.

The Legislature of this State convened at Albany on the 31st ultimo. A Council of Appointment, composed of decided Madisonians, has been chosen; and it is expected that great changes will consequently take place, throughout the State. Mr. Clinton, it is said, will be re-elected Mayor of New York—As Mr. German's term of service expires on the 4th of March, the duty of appointing a United States' Senator will devolve on the Legislature, at their present session. General Armstrong, Judge Spencer and Mr. Sandford are mentioned as candidates. The House of Assembly have refused to consider resolution for the repeal of the Conscription Bill. This Law is extremely obnoxious to the people, who have held meetings, without distinction of party, in various parts the State, to express their determination not to obey it.
