Full Text
A good many people doubt the advisability of holding a military encampment this year.
The new law provides that the town subscribing the most money shall have it, but this being the year of the World's Fair, no town would be likely to give much, as the chances are largely in favor of about half the soldiers being in Chicago at the time of the encampment.
The Governor has addressed letters to the staff officers to get their opinions, and finds that some favor it and some do not.
It would seem a better plan to dispense with the encampment this year and have a big one next year.
