On Independence
Accra, Gold Coast, Nov. 14
The Gold Coast Government published its revised constitutional proposals for independence on Nov. 8 while noting that "points of difference between government and opposition" still exist:
Specifically, the government proposed that the name "Gold Coast" be abolished and the country called "Ghana" instead.
It said the constitutional head of the new state should be a governor-general acting on the advice of the federal government.
The central legislature, according to the government's white paper on the subject of independence, should be a single chamber with a five-year term.
The government also proposed to delegate a certain measure of power to various regions, the size and number of which were not specified.
The opposition parties object principally to the establishment of a one-body legislature, the degree of regional delegation of power, and the power of a proposed council of state.
