YESTERDAY there was a grand meeting of all the foreign Ministers, at the Hotel in St. James's Street, on account of some advices received from Portugal.
Advice is said to be received of a total change in the French Ministry, and that those who are now to take the lead have not the same pacific sentiments as their predecessors.
Yesterday a Gentleman of distinction was sent off express to Madrid, ordering up of which twelve men of war of the line were ordered to be put into commission.

Yesterday a full Board of Admiralty was held, at the breakfast table of Lord Effingham, when several Captains were promoted, and many others appointed to ships now fitting.
The change in the French Ministry has alarmed Administration exceedingly.
The Comptroller General of the Finances, Turgot, was a warm friend to peace and domestic improvement, and would not listen to the Spanish faction; but the new arrangement is of a very different complexion.
