The Czar of Russia has taken the initiative in bringing about universal peace, and disbanding the large standing armies which have brought many of the European nations to the verge of bankruptcy. The Czar considers the present a favorable time for the inauguration of such a movement. Our little trouble with Spain has opened the eyes of the autocrats of the old world to the fact that there is such a place as the United States of America, and that when she "gets her Irish up." she is strictly in it.
