Tax appeals must be sent to the Government Secretary in cases where the assessments seem too high. The Tax Review Board as it exists now is illegal and confusion and endless legal actions in court might result if the present Board makes any decisions. The Governor has before him legislation passed this week providing for a legal board with members confirmed by the Legislature as required by the Property Tax law. We hope the Governor will sign the bill and move swiftly to have the members named and confirmed before the Legislature adjourns.

A good job of budget making was performed by the Personnel staff and administrative aids in the government. Senators who received the document this week felt it was a 100 per cent improvement over the Alexander budgets. What came out as a mass of confusion last year has been reduced to a single document that is simple, efficiently arranged, easy to read and understand. And we hear that no $65 a day legal consultants and $35 a day tax experts were imported to make the budget this year.

Finance Committee of the Legislature will soon begin hearings on the budget, and department heads will be called in to justify and clarify items appearing in the budget.

Senators were jolted to find in the budget that the appropriations for the Dept. of Education have been cut in the sum of $41,470 but the Office of the Comptroller has been increased by $68,000 or double what he had last year. Other departments have been cut too. Public Works has been decreased by $90,698.

A good report was made over the radio by Chairman of Unity Party Valdemar A. Hill on the recent trip of the Organic Act Delegation to Washington. Mr. Hill gave details of the visits and contacts made by the Delegation in Washington, D.C. and New York. Also disclosed were information about continued on page 4.
