Annapolis, Sept. 19. 3 o'clock P. M.--At 12 o'clock to-day the Whig Electors met--21 being present and duly qualified. Shortly afterwards Messrs. McGill of Washington, and Thomas of Cecil, on behalf of the Democrats, appeared in the Senate Chamber, and stated, that they had a communication which they were deputed to deliver to the Whigs, and then held out a letter. It was replied to them that no president had as yet been elected, and that no communication could properly be received by the Whigs as part of the Electoral College, and the letter was consequently not received. Without further delay Messrs. Thomas and McGill retired. The Whigs remained in the Senate Chamber till three o'clock, and no more Electors appearing they took a recess till five o'clock. [It may here be stated that 24 members are necessary to form a quorum, and without that number no business can be transacted.]
Six o'clock P. M.--No Senate yet. The Whig Electors met at five, and waited till six o'clock, when they adjourned to meet again to-morrow morning at nine o'clock.
