The port of Havana was opened to Americans two days before the Sally sailed. The Governor and Council were about meeting to reduce duties on imports in American bottoms. The reduction was said to be in consequence of intelligence from Spain that the French were near Cadiz. It was also rumoured that the Spanish Colonies would speedily declare themselves an Independent Government.
