The National Assembly of France has passed a decree, which gives to the free negroes and mulattoes in their colonies equal rights with the other inhabitants. The Governor of St. Domingo, on the 4th ult. by Proclamation, made public this intelligence, which created great disturbance in that colony. The Provincial Assembly met, protested against the decree of the National Assembly, determined to oppose the execution of it, and resolved to send Ministers Plenipotentiaries to the different European Courts, inviting their assistance to render their opposition effectual.
