Capt. E. and a passenger have favoured us with a file of the Morning Chronicle from the 12th to the 16th January.
Some extracts, and indeed all we thought worth insertion, have been made for this day's paper. Other articles of a speculative nature, seem to indicate that negotiations for peace, will be, if they have not already commenced. One of our papers contains a very elaborate, and subtle comment on the British declaration, from the Moniteur, which as a state paper of some importance, we shall as soon as we can find room give our readers.
