We have received the Journal de Paris, of the 5th of October, and have seen letters two days later. It appears that the late ministers peremptorily refused to sign the treaty which proposed giving up all the frontier fortresses to the coalesced powers; that they resigned in consequence of its being persisted in.

Another letter of the same date, expresses some doubt as to the conclusion of any treaty, since none has been published; it was surmised that the treaty may nevertheless have been concluded, but that Louis was induced to suppress the publication, from an apprehension of the consequences.

The number of persons daily tried and convicted of acts of devotion to the late Emperor, and of hostility to the Bourbons, is incredible; some imprisoned seven, others five years in irons, and down through every intermediate term; men and women, soldiers and citizens.

Numerous publications are issued from the press on political topics, some liberal, some moderate, and many of the most intolerant and violent character.
