FROM NEW-YORK, June 2, 1790.
The residence business, both permanent and temporary, is committed in the Senate to Messrs. BUTLER, of S.C. Dalton, of Mass. Johnson, of N.C. (said to be in favor of New-York) HENRY, of Maryland, and R. H. LEE, of Virginia, said to be in favor of Philadelphia. The business it is supposed will not be concluded in the Senate, until Rhode-Island Senators arrive—when there will be a decided majority in favor of New-York.
The Commissioners for settling the accounts between the United States and individual States, have agreed to credit Massachusetts the expense of the Penobscot expedition.
JUNE 8.
The House of Representatives have sent to the Senate a Bill for funding the Foreign and Domestic Debt; but have made no provision for the State Debts. —This Bill was taken up in Senate yesterday; before the Senate entered into the consideration of it. Mr. Pease delivered to the Honorable Senators of Massachusetts, the Resolutions of the Legislature of Massachusetts respecting the Assumption of their Debt; accompanied by a letter from His Excellency Governor Hancock. The receipt of these papers gives much satisfaction, and they will make impression.
JUNE 10.
As to ASSUMPTION, it appears dubious.—The Continental Debt is in a fair way of being funded -and if the subject of residence does not generate a sourness of temper, we have hopes the session will terminate with eclat. It would be a happy circumstance if the permanent situation was once determined—as it would prevent the politics of the States from being contaminated by local considerations arising out of this business.—This subject will, I expect come on again to morrow,—I somewhat expect the permanent residence will be agreed upon.
Congress talk of rising by the last of June. They have, however, much to do previous to that time.
Yesterday afternoon THE PRESIDENT of the United States returned from Sandy-Hook, and the fishing banks, where he has been for the benefit of the sea air, and to amuse himself in the delightful recreation of fishing.
