New Paper in Shepherdstown.—In our advertising column of this week, will be found the prospectus of the "Phoenix Gazette and Spirit of the Times," a new journal proposed to be established in Shepherdstown, by WASHINGTON EVANS Esq. former editor of the Martinsburg Gazette. We know of no town in Virginia of the size and importance of Shepherdstown without a public newspaper. With a population of more than 1500, and situated in the midst of a prosperous, wealthy and intelligent community it is almost discreditable that former enterprising publishers have been compelled to abandon their efforts for want of patronage. Mr. Evans has the advantage of many years experience in his vocation, and we trust that his efforts to establish a permanent useful paper in our neighbouring village may be suitably encouraged.
