The game of policy which Bonaparte has now on the tapis, will, I expect, cause a revolution in England of a serious nature:—I mean the pending convocation of a grand pacific congress: a measure as important as it was unexpected. The effect will be of consequence indeed; I conceive it sufficiently evident that Bonaparte will propose terms of peace which the English ministry will foolishly refuse to subscribe. What is the consequence? The force of an united world will ultimately compel her to beg what she might now take with honor.—It is supposed on 'Change that Gallatin and Bayard, whom the papers state as forming the mission to Russia, are in fact destined for the convention at Prague; if the wiseacres are in the right, I shall be led to conceive that an intimacy rather too close subsists between the capitol and St. Cloud. Events, however, must determine the fact.
