TREATY WITH SPAIN.
On Monday last arrived here, the ship Ruby, Capt. Cole, in 70 days from Spain, bringing with him, as expected, a Treaty of Commerce, &c. between the United States and the Court of Spain, concluded at Madrid between his Excellency Thomas Pinkney, on the one part, and the Duke D'Alcudia, on the other. It went in the mail on Monday for Philadelphia. Its contents the public are aware are unknown to us: The common report at Cadiz, was, that the free navigation of the Mississippi was granted to the United States. It will speedily be laid before the Senate of the United States, and its contents, when ratified, will be published.
The English Treaty is also said to be on its passage: as Capt. Cole learnt from the Captain of the Pinkney, which he spoke at sea, the 16th ult. that he had it on board.
It is supposed, the treaty with Algiers came under the same cover, with the Spanish treaty.
