HOUSE OF REPRESENTATIVES.
Monday, March 7.
Mr. Ingersoll from the committee on the Judiciary, reported a bill for appointing the manner in which controversies between two or more states, should be commenced, prosecuted and decided, which was committed to a committee of the whole house, and made the order of the day for Monday next. On motion of Mr. Eppes, the house resolved itself into a committee of the whole, on the bill making appropriations for the support of government for the year 1814--the blanks being filled, the committee rose and reported the bill with the amendments. On agreeing to that part which appropriates $50,000 for the contingent expenses of the government--Mr. Bigelow called the yeas and nays which were taken, and were Yeas 69--Nays 52. The bill was then ordered to be engrossed and read a third time to-morrow. On motion of Mr. Newton, chairman of the committee of commerce and manufactures, the house resolved itself into a committee of the whole, Mr. Desha in the chair, on the bill for the relief of Joshua Sands, late collector of the port of N. York, The committee rose and reported the bill. The House concurred, and ordered the bill to be engrossed and read a third time to-morrow.
