PHILADELPHIA, Nov. 8
From Port au Prince.
Captain Wilson of the schooner Concordia, arrived here last evening in 14 days from St. Johns, (Porto Rico) informs that a few days previous to his sailing, the following ships of war, viz. two three deckers, the San Anna and Prince Sepio, a frigate and sloop of war under convoy of the British 74, Implacable, captain Cockburn hove to off the harbor and sent for supplies. They sailed from Cadiz for Havanna, and thence to South America. The British 74 had to send 56 of her men on board the three deckers, the Spaniards not being able to work the ships. The troops that had left Porto Rico three months ago to quell the insurrection at Caraccas was principally massacred. The people of that country were determined to support its independence. The day before his departure from St. Johns a vessel arrived from New Barcelona on the Main, with several families for safety.
