Washington, March 2.—The long delayed report of Assistant Secretary of the Navy Roosevelt favoring the reopening of the New Orleans navy yard will be submitted to Secretary Daniels the coming week, according to information received by the correspondent of The Item this afternoon.
As soon as this report is received Secretary Daniels will take steps through the bureau of yards and docks to reopen the New Orleans plant and will put it in working order.
In the event that the United States intervenes in Mexico, New Orleans will be an important military base. The war college carrying out its theoretical plans of campaign has used New Orleans as one of its important bases of operation because of its geographical proximity to Mexican points and to its superior railroad and steamship facilities.
