WASHINGTON-The French and Italian governments are coming to view with more philosophical eyes the question of payment of their war debts to the United States, Senator David A. Reed, Pennsylvania, newly arrived from Europe, told President Coolidge Thursday. Talk of debt cancellation no longer is heard in European capitals, the senator said, and negotiations for funding the obligations probably will be made soon by the debtor governments.
Adoption of the Dawes plan has brought about a general spirit of optimism in reparations circles, the senator asserted.
