FRIDAY, NOVEMBER 9, 1810.
Our Southern papers have of late been entirely destitute of foreign news of an important nature.
We present to the public in this day's paper the President's Proclamation, and Mr. Gallatin's Circular respecting the revocation of the Berlin and Milan Decrees. This Proclamation was undoubtedly intended to affect the election in Massachusetts; but we are happy to say it has failed in its object. We learn that the Hon. Josiah Quincy has been elected to the 12th Congress by a large majority. Mr. Laban Wheaton is also elected by a majority of 94, over his opponent, Mr. Morton. These gentlemen are federal republicans, and their talents will be exerted against the domineering influence of the southern aristocrats. We have received no returns from the other Congressional Districts in Massachusetts, but we doubt not that federalism still holds her former respectable station in that State.
