"I have heretofore sent you several papers which I supposed you would wish to publish, but as I have received no letters from Kentucky by the mail, I conclude my letters and enclosures do not go to that country. The enclosed were received from the President on an application from the Senate, before whom a motion is still pending for leave to bring in a bill to put a stop altogether to the trade with the French part of the Island of St. Domingo. This motion, I expect, will be taken up to-morrow, it will be variously opposed, and I cannot say what its fate will be—I think it probable the bill will pass, as I think it ought; and I cannot help wishing we had done so before we had received the imperious notes enclosed.
We have a report here that our differences with Spain are amicably adjusted—No official account has arrived. How far the report is to be relied on I cannot say, it however has considerable credit here.
Our most important business then will be with the British. The choice of measures that will be made by Congress to procure us justice from that court, is yet uncertain, and is a subject of importance indeed. We all agree that the British government are about to ruin our neutral commerce, but I have seen no one who would undertake to point out the measures by which we can counteract their design or bring them to a sense of justice."
