WILSON DID NOT PROMISE ARMY AND NAVY AID

Gives out Text of Address Said to Have Been Wrongly Quoted by Sen. Spencer.

SAYS REPORT FALSE

No aid to be Given Roumania and Serbia in Case Violation.

Washington, D. C., Oct. 11.-The White House today made public the "official version" of President Wilson's address at the eighth meeting of the plenary session of the Paris peace conference, giving the exact wording of the president's address, directed to the representatives of Roumania, Serbia and Czecho-Slovakia, which has been the subject of controversy between the president and Senator Spencer, Republican, of Missouri.

Spencer's Charges.

The senator has declared in a political speech that the president promised Roumania and Serbia that "if any nation ever attacks them in violation of the treaty, the American army and navy will be sent across the seas to defend their boundary lines."

President Wilson, in a telegram to Senator Spencer Oct. 5, said the statement was "false."

The president's words in the address are officially given as follows:

"How can a power like the United States, for example-I can speak for no other-after signing this treaty go 3,000 miles away across the seas and report to its people that it has made a settlement of world affairs?

It cannot do so and in the event of any violation of these covenants the United States cannot be expected to send its armies and navy to see that they are observed."
